Milwaukee, WI: (Aug-15-07) Rollan Parish, a former Milwaukee County Sheriff's Department deputy, brought a lawsuit against the county, alleging that he was demoted after he spoke out against Sheriff David A. Clarke's efforts to circumvent civil service promotion procedures.
In an out-of-court settlement reached, the county agreed to award Parish $12,647 in back pay with interest; $15,503 in legal fees; a letter in his file altering his status for the disputed period from deputy to sergeant; and increased pension benefits that flow from that change. In addition, the union representing the deputies benefited from the settlement. Clarke agreed to allow the union president to spend up to two hours a day on union matters, in addition to the time covered by current rules that allow the union president to take time off from routine work only to assist a deputy in a disciplinary procedure or to attend a required county meeting. As a result of the settlement, Parish agreed not to file a federal lawsuit or other action against Clarke or the department, ending the three-year legal battle. [JOURNAL SENTINEL]
