Saginaw, MI: (Aug-28-07) Karen Lawrence-Webster, former city treasurer, brought a lawsuit against Saginaw City, claiming that the city punished her for exercising freedom of speech when she tried expressing opposition to then-City Manager Cecil A. Collins Jr.'s financial outlook during the 2004 budget season. The suit began in 2004, when Collins Jr. fired Lawrence-Webster. Sources have called her firing part of a cover-up that included locking her out of her office but claiming she had called in sick and failed to prepare key financial figures. As part of an agreement, Saginaw City Hall and its former treasurer are close to a settlement that could save the city from fighting a potential $4.2 million lawsuit.
The city has agreed to pay Lawrence-Webster $170,000 to resolve the lawsuit. The city has paid $105,000 in fees related to the lawsuit so far, and if the council accepts a settlement, regardless of the amount, the lawsuit will cost the city $150,000, the ceiling on legal fees and payoffs before an insurance policy kicks in.
