Demoted Deputy Chief
Detroit, MI: (Oct-11-07) Craig Schwartz, 46, a former Detroit police deputy chief brought a lawsuit against the city and Police Chief Ella Bully-Cummings, alleging that he was racially discriminated against. Schwartz, a 14-year department veteran who is white, alleged in the suit that Bully-Cummings, who is of mixed Japanese and African-American ancestry, demoted him in March 2005 solely on the basis of race. Defendant Bully-Cummings claimed that Schwartz's demotion was in part due to the fallout from the 2004 fireworks shootings in downtown Detroit. Nine people were shot, one of whom subsequently died. Schwartz was commander of the major crimes division that oversaw the investigation. In an undisclosed settlement reached, Schwartz agreed to drop the lawsuit. Terms of the settlement were unavailable because the case was sealed by order of US Magistrate Mona Majzoub.
