Wrongful Termination
Chesapeake, VA: (Dec-04-07) Carl Hall, the former director of inspections, brought charges against the city, alleging that he was wrongfully terminated. Sources stated that Hall was fired in 2002 after a female employee accused him of sexual harassment, saying he made improper remarks. In his defense, Hall denied the allegations, charging the city with wanting to fire him because he refused to take part in political favors, as the city's top inspector, for some senior city officials. He filed suit against the city, naming Anne Odell, then-acting deputy city manager and Clarence Cuffee, then-interim city manager. Records show that Odell no longer works for the city and Cuffee died in 2006. The lawsuit alleged that Hall was unlawfully removed from his post because he would not approve building code inspections as political favors. Hall stated that top city officials on certain projects in the city pressured him.
As part of a settlement reached, the city agreed to pay Hall a nontaxable amount of $25,000 for some of his legal expenses as well as compensate him as if he were a 26-year employee. City officials stated that Hall would get all benefits and retirement that would normally go to a 26-year employee of the city. In exchange, Hall agreed to drop his lawsuit against the city.
