Atlantic City, NJ: (Mar-16-08) The Federal Trade Commission brought a lawsuit against BSG Clearing Solutions North America LLC, ACI Billing Services Inc. doing business as OAN, and Billing Concepts Inc., alleging that they charged their customers unauthorized charges on their phone bills. FTC sources stated that the three related companies control more than 85% of the billing aggregation market, in which aggregators liaise with local telephone companies to bill on behalf of third parties. The suit was filed after the commission received scores of complaints from customers who accused OAN, and other billers, of defrauding consumers of more than $30 million in bogus collect call charges.

As part of a settlement reached, the FTC announced that OAN and the two other companies agreed to $1.9 million for consumer redress, resolving allegations. Additionally, as per the terms of the agreement, Willoughby Farr, the owner of the Nationwide companies, which used OAN and other billers to bilk consumers, agreed to a lifetime ban on telephone billing.
